Delivering Differently Challenge - questions and answers

1. Is the support offer open to authorities in Scotland and Wales?

The Delivering Differently Challenge is only open to authorities in England. However, the guidance materials produced by the programme will be made available on this website, and will be of use to all authorities.

2. Can authorities team up and submit a joint Expression of Interest?

We would actively encourage potential applicants to consider the merits of joint bids between 2 or more authorities or other public bodies, where there is a clear rationale for combining service provision.

3. Can authorities submit more than 1 Expression of Interest?

No. Each authority may only apply once. This application may cover more than 1 service, so long as the reasons for grouping those services is made clear.

4. What is the deadline for Expressions of Interest?

You should submit your Expression of Interest to the Delivering Differently mailbox by 5pm on Monday 10 February 2014.

5. Are you only interested in models that involve mutuals and voluntary, charity and social enterprise (VCSE) groups?

No. The Delivering Differently programme is designed to reflect the full range of models that lie between in-house delivery and traditional outsourcing, including partnerships between the public and private sectors.

6. Is there a timeframe in which implementation has to occur?

There is no formal deadline by which a new model must be implemented. It is expected that the majority of applications will target a service review that would lead to a completed transformation within full year 2014 to 2015 or full year 2015 to 2016. Setting out a clear timetable to implementation will be 1 aspect covered by the support package.

7. What form does the support offer take?

The support offer will be a package comprising a range of professional services, which will be procured on behalf of authorities. Each package of support will be worked up in concert with the respective authority, and the authority will hold leadership of the service review. The package will cover the appraisal of different delivery models and the creation of a clear implementation plan.
