This system statement sets out all the accountability relationships and processes within the department. It makes clear who is accountable for what at all levels of the system.

It covers Defra group including:

  • the core department
  • its arm’s length bodies
  • other arm’s length relationships

It describes accountability for:

  • all expenditure of public money through the department’s estimate
  • all public money raised as income
  • the management of shareholdings, financial investments and other publicly owned assets for which the Accounting Officer is responsible
