The Department for Culture, Media and Sport (DCMS) commissioned Deloitte in August 2023 to conduct a comprehensive process, impact, and economic evaluation of two of its key funding Programmes: the Multi-Sport Grassroots Facilities (MSGF) Programme, also incorporating the Lionesses Futures Fund (LFF), and the Park Tennis Court Renovation (PTCR) Programme. The initial interim evaluation report, published on 8 October 2024, provided context and background on these Programmes and outlined the evaluation schedule.
A wave of data collection was completed ahead of the first interim evaluation report in early 2024, and this second interim report builds upon those findings following a second phase of fieldwork carried out in early 2025, particularly on emerging insights related to impact and economic evaluation. Further findings will be reported on annually throughout the evaluation process.
This second interim evaluation report is accompanied by a set of technical annexes which provide additional information on the impact and economic evaluation methodologies, detailed facility case studies, and survey scripts.
