The Creative Foundations Fund (CFF) was launched in 2025/2026 to support arts and cultural organisations across England to fund urgent capital works and prevent future decline. The largest infrastructure project dedicated to the arts in recent years, the 30-year project is set to invest £427.6 million worth of capital expenditure within the first four years of operation. To ensure the project delivers maximum value for money, an evaluator will be appointed to monitor progress throughout this spending period. This document establishes the evaluation framework required to guarantee robustness, alignment with government objectives and accountability to the taxpayer.
