Report of the Daniel Morgan Independent Panel

I am today publishing the Report of the Daniel Morgan Independent Panel. This has been a significant undertaking by the panel over the past 8 years, providing an exhaustive account of the tragic circumstances surrounding Daniel’s murder. I hope that the efforts of the panel provide some comfort to Daniel’s family.

The report is damning. It finds that examples of corrupt behaviour were not limited to the first investigation, that the Metropolitan Police made a litany of mistakes, and that this irreparably damaged the chances of a successful prosecution of Daniel Morgan’s murder.

I would be grateful if you could provide me with your response to the panel’s specific recommendations, as well as the wider findings, as soon as practically possible.

This afternoon I will also ask Sir Tom Winsor to consider whether HM Inspectorate of Constabulary and Fire & Rescue Services can look into the concerning issues raised. I will be in touch regarding this in due course.
