The Cyber Security Growth Action Plan is an independent report commissioned by government from Bristol University and Imperial College London. It aims to turbocharge growth in the UK’s cyber sector and unlock more jobs, support innovation, and drive forward delivery of the government’s Plan for Change

The action plan was published on 19 September 2025.

The terms of reference published here in June 2025 set out the initial scope of the work - see the June 2025 press notice for further information. The plan was led independently by experts at Bristol University and Imperial College London. It examined the strengths of the UK’s cyber sector and provides a roadmap for its future growth. This resulted in a set of recommendations to government in September 2025 which can be seen in the final report.

The independent review covers the supply and demand of cyber goods and services such as protective monitoring and encryption, aiming to understand opportunities for growth. The research aimed to spot new trends and potential areas to capitalise on – as well as exploring emerging technologies including AI and Quantum, and identifying opportunities to strengthen Britain’s competitive edge.

The government is considering the report and will respond formally via the forthcoming National Cyber Strategy, ensuring the UK remains resilient and competitive in an increasingly interconnected world.

The UK cyber security sector

The UK cyber security sector is strong and growing, with annual revenue of £13.2 billion generated, up 12% on the previous year last year. The sector directly employs 67,300 people, up 11% since last year, an increase of around 6,600 jobs. A total of 143,000 people work in cyber security jobs across the wider economy, a 5% increase from the previous year. There are also 74 new cyber security firms, bringing the total to 2,165, up 3.5% from 2,091 last year.
