Details

If we intend to refuse your licence application or revoke your licence we will send you a letter to explain why. The letter will also tell you what you can do to appeal to us.

If the letter says that we will “consider additional factors”, you will be invited to send us:

  • a personal statement
  • character references
  • evidence of your rehabilitation since your offence(s)

This document contains the form you should use to provide character references. It also contains advice on what to include in your personal statement and what we mean by “evidence of rehabilitation”.

We will only consider your personal statement, character references or evidence of rehabilitation if you fall into our ‘consider additional factors’ category. We will not consider these things if you fall into our ‘automatic refusal’ category. Our letter will explain which category you fall into.
