Confirming consent from third parties: caseworker guidance

This document tells HM Passport Office staff how to deal with applications completed and consented to by third parties.

  1. Updated the section Confirming a third party can apply on behalf of a customer, to tell the Quality and Examination Support team (QuESt) that they must refer any concerns raised about alternative evidence to the Senior Caseworking team.

  2. This guidance has been updated to remove reference to the Application Management System (AMS).

  3. Updated the guidance to reflect changes in terminology. Corrected the I cannot do this reason.

Details

Passport applications may be completed on the applicant’s behalf by someone else because:

  • the applicant has a mental or physical disability, learning difficulty, temporary injury, or cannot read or write
  • the third party is acting in place of a parent or legal guardian
