Conduct of door supervisors at the Acapulco nightclub, Halifax

Request

Under the Freedom of Information Act 2000, I am requesting data regarding the conduct and oversight of SIA licensed personnel operating at the following premises: Acapulco Nightclub, 3 Waterhouse St, Halifax HX1 1XX.

I am seeking this information to establish if there is a documented pattern of behaviour that may not be fully reflected in official police crime statistics due to the specific demographic of the venue’s clientele.

Please provide the following data for the period of January 2021 to the present:

1. Intelligence reports: the total number of ‘intelligence reports’ or concerns submitted to the SIA via your manual reporting tools regarding door supervisors at this specific address. Thematic breakdown: a breakdown of these reports by category (e.g. use of force/assault, verbal abuse, theft, or unlicensed activity).
2. Regulatory action: the number of formal warnings, licence suspensions, or licence revocations issued to individuals where the underlying incident occurred at this premises.
3. Contractor information: the name(s) of any security companies (Approved Contractor Scheme or otherwise) recorded as providing door supervision services to this venue during this period.
4. Inspection history: the dates of any SIA compliance inspections conducted at this venue and whether any improvement notices were issued to the security team or the venue management.

I am not requesting the personal data or names of any individuals, but rather the aggregated statistical data to assist in a formal licensing review under the Licensing Act 2003.

Response

We can confirm that we hold part of this information.

Intelligence reports

We can confirm that we have received a total of 20 intelligence reports which include:

• 17 violence-related offences; and
• 4 regulatory-related offences

More than one thematic may be reported in a single log.

Please note that the data relates to intelligence reports only. This does not confirm that any offences have taken place and is an indication only.

The data included is highly likely to relate to door supervisors due to the type of premises. However, there may be occasions when members of the public have referred to “security staff”. We therefore cannot guarantee that the data relates solely to door supervisors, as other security-related roles may operate out of the venue.

Regulatory action

The SIA does not collect details of where security operatives are employed. For this reason, we are not aware of regulatory action taken in respect of all security operatives who have or are working at the Acapulco Nightclub.

From the 20 intelligence reports we have identified a total of 15 licensed security operatives who were named in these intelligence reports as having worked at the Acapulco Nightclub. This number may not represent the actual number of licensed security operatives who work or have worked at the Acapulco Nightclub.

We can confirm from the intelligence reports that 2 individuals who have worked at the Acapulco Nightclub have had their SIA licences revoked. One individual’s licence had been revoked following an incident unrelated to the Acapulco Nightclub.

Contractor information

We can confirm that we do not hold this information.

Inspection history

We can confirm that since 2021, three compliance inspections have taken place at the Acapulco Nightclub as part of routine SIA inspection activity in the Halifax area. These inspections did not result in any enforcement action for licence holders working at the premises nor any enforcement action in relation to any security company which supplied security operatives to the Acapulco Nightclub.
