This letter was sent on 25 June 2026 to all leaders and chief executives of the 164 local authorities in England that charge and collect the Community Infrastructure Levy (CIL).

The letter concerns CIL exemptions for:

  • householder developers building large residential extensions or residential annexes
  • self builders building, or commissioning the building of, their own homes
