Interministerial Standing Committee Meeting Communiqué: 26 June 2025

The Interministerial Standing Committee (IMSC) met for the ninth time on 26 June 2025 via video conference. The meeting was chaired by the Scottish Government Deputy First Minister and Cabinet Secretary for Economy and Gaelic, Kate Forbes MSP.

The other attending ministers were:

From the UK Government: Chancellor of the Duchy of Lancaster and Minister for Intergovernmental Relations, the Rt Hon Pat McFadden MP; and Minister of State for Industry (Department for Business and Trade and Department for Energy Security and Net Zero) Sarah Jones MP.

From the Welsh Government: Deputy First Minister and Cabinet Secretary for Climate Change and Rural Affairs, Huw Irranca-Davies MS.

From the Northern Ireland Executive, First Minister, Michelle O’Neill MLA; and deputy First Minister, Emma Little-Pengelly MLA.

The Committee opened by considering the minute of the previous meeting.

Committee members then discussed industrial strategies, and how ministers could work together to support the implementation of the UK Government’s recently published Industrial Strategy.

The Committee discussed the statutory review of the UK Internal Market Act (2020) and its interaction with Common Frameworks.

The Committee discussed the recent experience of UK legislation and UK Government plans to strengthen the Sewel Convention. 

The Committee discussed current affairs, including the situation in the Middle East.  It also considered the shared risk of further civil disorder in the UK.

The IMSC will meet again in autumn 2025. The Welsh Government is scheduled to chair the next meeting.
