Committee on Fuel Poverty (CFP) Meeting Minutes – 22 September 2025
Members present: Caroline Flint (Chair), Anthony Pygram, Anu Singh, Liz Bisset, Belinda Littleton, Gordon McGregor

Agenda Item 1: Chair’s welcome, members interests
The Chair welcomed members. Anu Singh informed the Committee of her appointment as Chair of the new Leicester, Leicestershire and Rutland (LLR) and Northamptonshire Integrated Care Board (ICB) cluster, effective October 2025. The Committee agreed to add this to the Declarations of Interest.
Agenda Item 2: DESNZ update
DESNZ provided an update on the appointment of Minister McCluskey as Minister for Energy Consumers, as well as current fuel poverty schemes and priorities.
Agenda Item 3: PRS MEES
DESNZ provided an update on PRS MEES, noting recent ministerial changes and the ongoing development of policy proposals. The discussion focused on progress towards implementation.
Agenda Item 4: Energy Systems Catapult
Energy Systems Catapult provided an update on the Warm Home Prescription service, including lessons from recent trials and approaches to improving uptake.
Agenda Item 5: CFP recruitment
The Committee received an update on the CFP recruitment campaign and the planned timeline for appointments.
Agenda Item 6: CFP Research Project 25/26
The Committee received an update on the CFP Research Project 25/26, including the launch of the invitation to tender and next steps.
Agenda Item 7: AOB
The next formal meeting will be held on 27 October 2025.
