Committee on Fuel Poverty (CFP) Meeting Minutes – 27 October, 2025
Members present: Caroline Flint (Chair), Anthony Pygram, Anu Singh, Liz Bisset, Gordon McGregor

- Officials from the Department for Energy Security and Net Zero (DESNZ)
Agenda Item 1: Chair’s Welcome, Minutes of Last Meeting
1. The Chair welcomed members. The previous minutes of the formal meeting were agreed as final.
Agenda Item 2: DESNZ Update
2. DESNZ provided the Committee with an update on current fuel poverty schemes and outlined key policy priorities.
Agenda Item 3: Warm Home Discount 2025/2026
3. DESNZ provided an update on the Warm Home Discount Scheme for 2025/2026, which opened at the end of October. Officials outlined the new eligibility rules and how they were different for Winter 2025/2026. The Committee discussed the level of support offered under the scheme and how the discount was applied.
Agenda Item 4: Warm Homes Plan and Fuel Poverty update
4. DESNZ provided an update on the Warm Homes Plan and Fuel Poverty Strategy, outlining recent developments and next steps.
Agenda Item 5: CFP Research
5. The Committee received an update on the CFP Research Project 25/26, including the outcome of the invitation to tender process and future planned activities.
Agenda Item 6: CFP Update
6. The Committee discussed the CFP recruitment campaign, future meeting arrangements. Members also considered potential agenda items for the next Committee meeting.
Agenda item 7: AOB
7. The next formal meeting will be held on 24 November 2025.
