Committee on Fuel Poverty (CFP) Meeting Minutes, 24 November, 2025

Members present: Caroline Flint (Chair), Anthony Pygram, Anu Singh, Liz Bisset, Gordon McGregor

Invited guests in attendance:

  • Officials from the Department for Energy Security and Net Zero (DESNZ)
  • National Audit Office
  • Carbon Trust

Agenda Item 1: Chair’s Welcome, Minutes of Last Meeting 

  1. The Chair welcomed members. The previous minutes of the formal meeting were agreed as final.

Agenda Item 2: DESNZ Update

2. DESNZ provided the Committee with an update on current fuel poverty schemes and outlined key policy priorities ahead of the Autumn Budget.

Agenda Item 3: NAO Report - Energy efficiency installations under ECO 

3. The National Audit Office (NAO) presented the findings from the NAO Report - Energy efficiency installations under ECO. The Committee discussed the observations and overarching themes arising from the report.

Agenda Item 4: CFP Research Project 25/26 

4. Carbon Trust provided an overview of the CFP Research Project 25/26 and discussed early progress and next steps including how future findings could be used to structure the final report.

Agenda Item 5: Meeting Review and Forward Look  

5. The Committee noted upcoming engagements and discussed plans for future work, including preparations for responding to external consultations.

Agenda item 6: AOB 

6. The next formal meeting will be held on 15 December 2025.
