Committee on Fuel Poverty (CFP) meeting minutes - 30 June, 2025
Members present: Caroline Flint (Chair), Anthony Pygram, Anu Singh, Liz Bisset, Belinda Littleton, Gordon McGregor
Invited guests in attendance:
- officials from the Department for Energy Security and Net Zero (DESNZ)
- Ross Armstrong, Chief Executive of Warmworks
Agenda Item 1: Chair’s welcome, members interests, minutes of last meeting
The Chair welcomed members. No new member interests were declared. The previous minutes of the formal meeting were agreed as final.
Agenda Item 2: DESNZ update
DESNZ provided the Committee with an update on current fuel poverty schemes and priorities.
Agenda Item 3: Warmworks
Warmworks shared their experience delivering the Scottish Government’s Warmer Homes Scotland programme and discussed their role in addressing fuel poverty in England through partnerships with local authorities.
Agenda Item 4: Annual report
The Committee agreed on the approach and outlined the timings for the publication of the Annual Report 2025/26.
Agenda Item 5: Research report 2025/26
The Committee and DESNZ officials held discussions on the upcoming CFP Research Project for 2025/26, including potential research topics.
Agenda Item 6: AOB
The next formal meeting will be held on 28 July 2025.
