1. Chair’s welcome, members interests, minutes of last meeting
1. The Chair welcomed members. No new member interests were declared. The previous minutes of the formal meeting were agreed as final.
2. DESNZ update
2. The Committee received an update from DESNZ on recent departmental and policy developments.
3. Warm Homes Plan / Fuel Poverty Strategy / Private Rented Sector Minimum Energy Efficiency Standards (PRS MEES)
3. The Committee received updates on PRS MEES, development of the Fuel Poverty Strategy and implementation of the Warm Homes Plan.
4. AgilityEco – Warm Homes Fund
4. AgilityEco presented proposals for using the Warm Homes Fund to support low-income households through energy efficiency improvements.
5. Policy in practice
5. Policy in Practice presented its work on using data to identify households eligible for support and discussed potential lessons for the energy sector.
6. Reforming consumer protection for home upgrade schemes – DESNZ consultation
6. The Committee discussed the DESNZ consultation on reforming consumer protection for home upgrade schemes. The Committee agreed to provide a focused response reflecting its interest in improving outcomes and protections for households.
7. CFP research project 2026 to 2028
7. The Committee received an update on the proposed research project and the development of the invitation to tender.
