Agenda Item 1: Chair’s welcome, members interests, minutes of last meeting
1. The Chair welcomed members. No new member interests were declared. The previous minutes of the formal meeting were agreed as final.
Agenda Item 2: CFP research project 2025 to 2026 - Update
2. The Committee received an update from the Carbon Trust on progress with the research project, including early findings and highlighted areas for further consideration.
Agenda Item 3: Warm Homes Plan – Introduction
3. DESNZ provided an overview of the Warm Homes Plan following its publication in January, including headline commitments and next steps. The Committee discussed the scope of the plan and its relationship with existing and future schemes.
Agenda Item 4: Warm Homes Plan, Fuel Poverty Strategy and PRS MEES
4. The Committee received an update on the Fuel Poverty Strategy and PRS MEES, including the 2030 target and future delivery considerations.
Agenda Item 5: DESNZ response to NAO report
5. The Committee received an update from DESNZ on their response to issues raised in the National Audit Office report on Energy efficiency installations under the Energy Company Obligation. The update covered current arrangements and future considerations.
Agenda Item 6: Minister McCluskey
6. The Committee met with Minister McCluskey and discussed matters relating to the Warm Homes Plan, the Fuel Poverty Strategy and future engagement.
Agenda Item 7: AOB
7. The next formal meeting will be held on 23 February 2026.
