A. Commitments to eliminate Stigma and Discrimination

Please enter the exact wording of the commitment/s, including details of others who has supported its development (75 words limit): In order to increase representation of persons with disabilities in humanitarian action, the International Federation of Red Cross and Red Crescent Societies commits to partnering with organisations of persons with disabilities to build capacity of Red Cross and Red Crescent Societies and organisations of persons with disabilities on inclusive humanitarian action. The International Federation of Red Cross and Red Crescent Societies supports the inclusion of persons with intellectual disabilities through its partnership with Special Olympics.

Timeframe and/or implementation plan (75 words limit)

Building of collaboration between the International Federation of Red Cross and Red Crescent Societies, its member National Societies and organisations of persons with disabilities in programming, awareness raising and training. First aid training with Red Cross and Red Crescent Societies and Special Olympics on inclusion of persons with intellectual disabilities as volunteers in first aid programming.

Please enter the exact wording of the commitment/s, including details of others who have supported its development (75 words limit): The International Federation of Red Cross and Red Crescent Societies commits to development of disaggregated data by sex, age and disability and adapting the Washington Group questions, while recognizing that achieving disaggregated data requires adequate resourcing, training and time.

Timeframe and/or implementation plan (75 words limit)

In 2018-2019 Red Cross and Red Crescent Societies collecting sex, age and disability disaggregated data will be identified and a report on disaggregated data will be launched. The International Federation of Red Cross and Red Crescent Societies will host a workshop to plan systematic testing of disability disaggregated data collection using the Washington Group questions. Technical support will be provided to Red Cross and Red Crescent Societies to test and collect disaggregated data.

Please enter the exact wording of the commitment/s, including details of others who have supported its development (75 words limit): The International Federation of Red Cross and Red Crescent Societies is committed to addressing the rights and needs of girls and women with disabilities using an intersectional protection, gender and inclusion approach.

In 2018 the International Federation of Red Cross and Red Crescent Societies will integrate protection and inclusion of girls and women with disabilities in the Minimum Standard Commitments on Protection, Gender and Inclusion in Emergencies. In the next years these Minimum Standard Commitments will be used in emergency programming to provide dignity, access, participation and safety to girls and women with disabilities.

Please enter the exact wording of the commitment/s, including details of others who has supported its development (75 words limit): The International Federation of Red Cross and Red Crescent Societies commits to ensuring that Red Cross and Red Crescent Movement rapid deployment in emergencies is adapted to address the protection of persons with disabilities.

Timeframe and/or implementation plan (75 words limit)

Starting in 2018 the capacity of emergency rapid deployment delegates to address the rights and needs of persons with disabilities among the affected population will be strengthened through competency frameworks and training modules. The Humanitarian Inclusion Standards for Older People and People with Disabilities and the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action will be adopted and integrated. WASH guidelines and programming to be accessible and inclusive to persons with disabilities.

The International Federation of Red Cross and Red Crescent Societies will provide leadership to the implementation of the new Global Shelter Cluster strategy, by creating the necessary enabling environment, monitoring the progress, advocating with donors and partners, and facilitating the work of the Global Shelter Cluster technical working group on inclusion of persons with disabilities. Capacity development of cluster coordinators and partners will be supported and improved through training, advocacy and monitoring.

Timeframe and/or implementation plan (75 words limit)

Active dissemination and roll-out of its guidance materials on disability-inclusive shelter and settlements programming (All Under One Roof) and inclusion of older people in emergency shelter and settlements programmes. The International Federation of Red Cross and Red Crescent Societies will also align its programmatic approach to the recommendations and guidance coming out of the Global Shelter Cluster technical working group on inclusion of persons with disabilities.
