This guidance explains how the data model brings together evidence on local authorities’ children’s social care system health and performance, relevant Ofsted outcomes and progress in delivering Families First Partnership reforms.

The model provides a data-led starting point for considering where further scrutiny, support or intervention may be needed. It forms one part of the Department for Education’s wider evidence base and is considered alongside professional judgement, regular engagement with local authorities and the wider local context.
