The government believes that the first few years of a child’s life are fundamentally important and is committed to making the best of the opportunities presented during pregnancy and the first five years of a child’s life, to set them on a course for success. High quality pre‐schooling is linked to better intellectual and social/behavioural development for children and the beneficial effects of pre‐school remain evident to the age of 11 years.

However, despite being classified as one of the biggest investors in families by the Organisation for Economic Co-operation and Development (OECD), international evidence suggests that childcare in England is more expensive than in most other countries, and that parents contribute most to meeting that cost.
