Chief Secretary to the Treasury letter to Secretaries of State: off payroll working rules in the public sector

This letter confirms to Secretaries of State that, following consultation earlier this year, the government will proceed with the reform of the off-payroll working rules in the public sector as announced at Budget 2016.

Details

The Chief Secretary to the Treasury has written to Secretaries of State confirming that, following consultation, the government will reform the off-payroll working rules in the public sector from April 2017 by moving responsibility for operating them, and paying the correct tax and National Insurance, to the body paying the worker’s company.

The letter also provides some further details about the reform, and asks Secretaries of State to ensure that their departments and arm’s length bodies are in a position to implement these changes.
