This command paper sets out how the UK government and devolved governments propose to work together on regulating chemicals and pesticides. This includes:

  • Biocidal Products (BPR)
  • Classification, Labelling and Packaging (CLP)
  • detergents
  • Persistent Organic Pollutants (POPs)
  • Plant Protection Products (PPP)
  • Prior Informed Consent (PIC)
  • mercury
  • United Kingdom Registration, Evaluation, Authorisation and Restriction of Chemicals (UK REACH)
  • relevant international conventions (Stockholm, Rotterdam, Basel and Minamata)
  • the United Nations Global Harmonised System (for classifying and communicating the hazardous properties of chemicals)
  • the Strategic Approach to International Chemicals Management (SAICM)

The provisional Common Framework has received ministerial approval from all 4 governments. It was laid in the UK Parliament to enable parliamentary scrutiny to begin.
