Funding Information System (FIS) is an offline tool that:
- imports and validates an individualised learner data (ILR) submission
- performs funding calculations
- exports ILR data as CSV or SQL files
You can use FIS to check your individualised learner data (ILR) against the validation rules before making an ILR submission.
All versions of FIS have only been tested using the standard setup. It does not support any deviations from this setup.
FIS is compatible with Microsoft SQL Server 2019 and above.
This guidance supplements each new release of the FIS. It describes the changes and other notable information about the desktop application across the 2025 to 2026 funding year for which FIS is active.
It does not provide user guidance for the whole application. There is relevant guidance in the FIS user guide: 2025 to 2026.
2025 to 2026 version history
FIS can be downloaded from FIS (Funding Information Service) tool.
The release with the highest version number will always be the latest version available. Select this version when you process ILR data to achieve the most up to date results, unless there is a relevant known issue.
Every release of FIS will contain up to date reference data which has also been loaded to Submit Learner Data, including:
- funding calculations
- find a learning aim (FALA) - previously called LARS
- organisation data updates

Known issues
We try to ensure FIS is accurate. If we identify any issues, we capture them in the FIS known issues 2025 to 2026 document filtering on the ‘Active’ statuses.

- confirm which version of FIS the issue was in
