The Centre for Data Ethics and Innovation (CDEI) worked with the smart data team in the Department for Business, Energy and Industrial Strategy (BEIS) on the three research reports. These reports were published by the Department for Business and Trade (DBT).

The research includes:

  • phase 1, smart data: identifying the features of ethical and trustworthy smart data schemes. This report draws on 25 interviews with a range of experts (academics, regulators, Authorised Third Parties (ATPs), data holders and third sector organisations such as charities), between July and September 2021. The reports discuss in detail the key themes for ethical and trustworthy Smart Data schemes that the experts felt were the key ethical and governance challenges associated with Smart Data

  • phase 2, scenarios report: the future of smart data 2028. Phase 2 presents the findings from a scenario planning workshop to understand how schemes may evolve between now and 2028. This was held with 20 stakeholders (including regulators, data holders, ATPs and consumer group representative) in October 2021

  • phase 3, Smart data implementation guide. Phase 3 is an interactive implementation guide that builds on phases 1 and 2 and is intended to support decision-makers to consider how to design, develop and implement ethical and trustworthy schemes. This was informed by a CDEI-led poll of 2,000 consumers, in addition to focus groups with 32 participants who were consumers or from micro-businesses to understand their perceptions of smart data. The guide also sets out the key future challenges and benefits
