This report presents a process evaluation of the setup and initial operation of Capital Letters, a non-profit distributing company established in 2019 with support from the Ministry of Housing, Communities and Local Government.
Capital Letters was created as a mechanism for London boroughs to work collaboratively to reduce housing costs by combining resources, driving efficiency, reducing competition for homes, and increasing the supply of permanent accommodation.
