Mr Clarke made a complaint of an alleged breach of union rule regarding the balloting of members at the Department of Health London Branch of the PCS. The complaint was struck out by the Certification Officer under section 256ZA of the 1992 on the grounds that the complaint had no reasonable prospect of success or was otherwise misconceived.
