This letter gives the Department for Transport’s decision on whether authorisation is required for the Borders rail project under the Railways Interoperability Regulations 2011. It confirms that authorisation is required for the certain upgrade and renewal aspects of this project.

Background to technical specifications for interoperability

The EU sets out technical specifications for interoperability (TSIs) for rail networks to improve cross-border working and contribute towards cost-effectiveness of the rail industry. In certain circumstances, railway undertakings can apply to DfT for a decision about whether authorisation is required against these specifications.
