Details

An independent evaluation of the Birmingham 2022 Commonwealth Games and associated legacy programmes is being carried out with two main purposes:

  • to inform legacy programme delivery and ensure lessons can be learned for future Commonwealth Games and other mega events
  • to demonstrate accountability and transparency in the allocation of public funding by assessing whether the intended outcomes and impacts of the Games have been achieved

This report presents the output of Phase 1 of the evaluation and sets out:

  • the scope of the evaluation and the research questions it will seek to answer
  • the data and evidence requirements and the research methods which will be used to gather this evidence
  • the methodology which will be applied in order to analyse the data and report findings

It also includes a baseline report which presents the baseline position for key indicators against which observed changes before, during and after the Games will be measured.

Phase 2 will be published in late-2022 setting out the initial impacts of the Games and Phase 3 in 2023, one year after the Games, capturing the short-term legacy impacts.
