This manual is intended for government policy-makers, as well as economists, social researchers, lawyers and those specialising in better regulation. If you are developing or implementing policies that will regulate or deregulate business or civil society organisations, this manual contains the guidance you will need to comply with the regulatory framework.
The manual is being updated following changes to the framework. Policy officials are expected to comply with the framework rules currently in operation.
The manual covers core aspects of the framework including:
- the ‘one-in, two-out’ rule
- the ‘fast track’ for small or deregulatory measures
- how to complete impact assessments
- the approach to take for small and micro-businesses
- how and when to review regulation
It also provides some guidance on the ‘Red Tape Challenge’ and EU measures. You should also read guidance on how to transpose EU Directives into UK law.
Primary Authority: a guide for officials
When government departments are developing new legislation enforced by local authorities, they now need to demonstrate that they have considered whether their regulation should be included in Primary Authority, and give a rationale for any exclusion. The guide accompanying the manual is designed to help policy makers, lawyers, analysts and economists through this process, and is supported by a template to assist with the production of associated impact assessments.
