Explanatory note for Bank Levy

This measure changes the scope of the Bank Levy, so that it will generally only be chargeable on UK activities of banks and building societies.

There will also be complementary changes to the Bank Levy rules, for example to take into account the introduction of ring-fencing rules for banks, and new requirements loss absorbing capacity within groups.
