Awaab’s Law has been implemented in a phased approach, allowing time to ‘test and learn’ between phases to ensure that the regulations are effective and work for both landlords and tenants.

As part of the Phase 1 Test and Learn process, a mixture of qualitative and quantitative methods were used to gather feedback on the practical implementation of the policy. This included research undertaken by Verian, an independent research company, as well as additional evidence gathered by the department.

Insights from the Test and Learn process have informed the policy development for Phase 2.

The executive summary from the Verian research has been published, highlighting key insights into the findings and how Awaab’s Law is being implemented.
