This report summarises the findings of research into the use of financial payments on planning for new housing.

The study was commissioned to help inform the government’s approach to piloting Development Benefits.

The research focuses particularly on whether direct financial payments to individuals who are likely to oppose house building might reduce local opposition to housing development.
