1. Update on installation rules - 1C tachographs

The supply of the Kitas 4 sender unit is improving daily in the UK. But it is not yet enough to end the relaxation of rules for 1C tachograph fitment outlined in SN 06-19.

1.1 Installation process

  1. For any vehicle first registered after 15 June 2019, the 1C tachograph must be fitted if possible.

  2. Where this is not possible (due to lack of the Kitas 4 sender) approved tachograph centres (ATCs) can continue to install 1B tachographs into 1C vehicles until 31 December 2019.

  3. From 1 January 2020, the full 1C tachograph installation process for vehicles registered after 15 June 2019 must be followed. This means that only a 1C tachograph can be fitted. Any ATC continuing to install 1B tachographs in vehicles requiring a 1C tachograph after 1 January 2020, will face enforcement action.

  4. Operators have until 14 June 2020 to arrange for retro fitment of any 1B tachographs temporarily installed instead of a 1C tachograph.

  5. From 15 June 2020, DVSA roadside-examiners will take action where this is found not to have happened.

This process has been agreed between the Driver and Vehicle Standards Agency (DVSA), Department for Transport (DfT) and the various trade associations.

2. UK approved 1C seal distributors

All 1C seal manufacturers must register with the Joint Research Centre (JRC) and are given identification letters that are recorded on the JRC database. For example, 1C approved seal providers within the UK are:

  1. BP Continental, MAHA and Time.
  2. UN Skillray.
  3. RP Skillray.
  4. PR Encompass.
  5. AS Phoenix Equipment.

Any ATCs found to be using seals from a distributor not on the DVSA approved list will be subject to enforcement action.
