1. Lack of 1C tachographs and Kitas 4 sender units
The Driver and Vehicle Standards Agency (DVSA) is aware of concerns about the lack of equipment available to meet the new ‘smart’ tachograph requirements.
The regulations state that any vehicle registered from 15 June 2019, that falls within the scope of the drivers’ hours regulations, must be fitted with the new 1C tachograph.
Continental Automotive Trading UK Ltd has said there will be significant delays on the provision of 1C equipment - probably until August 2019.
This will prevent most new vehicles from meeting the requirements.
Stoneridge Electronics Ltd 1C tachographs are available but not the Kitas 4 sender units.
DVSA is talking to the industry to try and understand the extent of the problem.
In the meantime, drivers and operators will be told that they must bring their vehicles into compliance with the 1C requirements as soon as the equipment becomes available when DVSA encounters a vehicle that:
- was registered for the first time from 15 June 2019
- has a 1B tachograph installed
This relaxation is to ensure that:
- vehicles can still be delivered to the industry
- trade can continue
In effect, a 1B tachograph can be installed into a 1C vehicle.
This is a temporary measure only.
Operators will be expected to retrofit their vehicles with a 1C tachograph when the supply shortages have ended.
Any costs involved in the retrofit are a matter between the operators and their suppliers.
Once the supply chain has stabilised, DVSA will start to take enforcement action against:
- tachograph centres which continue to fit 1B tachographs into 1C vehicles
- operators who have not arranged for their vehicle to be retrofitted with a 1C tachograph
Further updates will be issued once the situation becomes clearer.
