Hot-rolled flat metal products imported from China (Anti-Dumping Duty 2103)

The Commission have announced the initiation of an anti-dumping investigation concerning imports of certain hot-rolled flat products of iron, non-alloy or other steel, originating in the People’s Republic of China.

The investigation was announced in the Official Journal ref. C058 dated 13 February 2016, relating to imports of certain flat-rolled products of iron, non-alloy or other steel (not including stainless steel), whether or not in coils (including products cut-to-length and ‘narrow strip’), not further worked than hot-rolled (Hot-rolled flat), not clad, plated or coated, excluding grain-oriented silicon electrical steel, originating in the People’s Republic of China.

The investigation must be concluded within 15 months, although it can be terminated without measures, earlier.

A decision to impose provisional duties can be taken after a minimum of 60 days from the start of the formal investigation. However, as provisional Anti-Dumping Duty (ADD) can only run for 6 months, it is more usual to impose Provisional Duty for the last 6 months of the investigation. If this happens, a security against ADD on imports is taken on entry to free circulation and held, until the results of the investigation are published.

At the end of the investigation, the provisional ADD may be made definitive, may lapse or be cancelled. If, following the investigation, it is decided that the duty should be made definitive, the security will be collected. Definitive measures will normally remain in place for 5 years.
