​​This annual report on English devolution has been laid before both Houses of Parliament by the Secretary of State for Housing, Communities and Local Government pursuant to Section 1 of the Cities and Local Government Devolution Act 2016 

​The Annual Report covers the work of the government in 2024 to 2025. This period covers the change of government following the July 2024 general election and the publication of the English Devolution White Paper, which introduced significant proposed changes to the approach, framework and structure of devolution in England. ​
