Anglian Water Services Limited has applied to the Environment Agency for a licence.

The Environment Agency is giving notice of this application in accordance with Section 37 of the Water Resources Act 1991 and Regulation 6 of the Water Resources (Abstraction and Impounding) Regulations 2006.

The following application has been made to replace on the same terms time limited conditions on an existing licence which is due to expire on 31 December 2022:

Application Number: NPS/WR/036709; Licence Number: 8/37/21/*G/0064; Source of water, location and National Grid Reference: Groundwater in Essex at TL 85 29; The variation being: Increased abstraction from Source A from 4,700 to 5,000 cubic metres per day and 1,241,000 to 1,390,000 cubic metres per year. Subject to an annual reduction from Source D of 150,000 cubic metres. The current licence authorises 16,958,340 cubic metres for the period 31 May 2018 to 31 December 2022. It is proposed to renew this authorisation at the rate of 22,200,000 cubic metres in a six year rolling period, an increase from the base licence of 13,500,000 cubic metres in any five year rolling period. The current licence authorises an aggregate with licence AN/037/0021/001/R02 for 24,750,000 cubic metres for the period 31 May 2018 to 31 December 2022. It is proposed to renew this authorisation at the rate of 32,400,000 cubic metres in any six year rolling period. The water will be abstracted all year and used for public water supply.

The Applicant has applied to abstract on the same terms as presently authorised. The Applicant opposes reductions being made to the authorised annual abstraction quantities, designed to avoid the risk of waterbody deterioration, being made immediately, citing (amongst other things) over-riding public interest under Regulation 19 of the Water Environment (Water Framework Directive) (England and Wales) Regulations 2017.
