This inspection focused on Border Force’s approach to refusing passengers permission to enter and cancelling permission to enter and stay at the border (at airports, seaports, and juxtaposed controls), including:
- examining the efficiency, effectiveness, and consistency of current practice
- considering the Home Office’s assessment of the impact of the Authority to Carry Scheme 2023
- reviewing the initial detention process in controlled waiting areas
- considering the Home Office’s assessment of the impact of the Future Borders programme on Border Force staffs’ ability to identify individuals who should be refused
