The United Kingdom instrument of ratification was deposited on 25 January 2008 and the Agreement entered into force for the United Kingdom on 24 February 2008. The Agreement was previously published as Miscellaneous no. 9 (2003) Cm. 5839.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
