Ofqual has completed a review and the conditions below are no longer in force.

2. Reasons for recognition conditions

On 12 February 2013, we accepted the Association of Certified Project Accountants’ (ACPA) application to be recognised for QCF qualifications.

At the same time, we decided to impose special conditions on ACPA. This is because:

  • ACPA is a new regulated awarding organisation and its processes and practices for the development, delivery and award of qualifications have not yet been implemented and tested
  • During the application process, ACPA identified a number of new ways of working and practices that they intend to implement following recognition
  • we want to make sure that ACPA’s processes and procedures, including the new ones introduced following recognition, are working as intended.

We will keep these special conditions under review, and will remove them when they are no longer necessary.

3. Recognition conditions

ACPA’s recognition for the development, delivery and award of QCF and vocationally-related qualifications is subject to the following conditions.

3.1 Definitions

For the purpose of Special Condition E5.2

‘Development Process’ means all activities undertaken to:

  • identify market needs
  • identify qualification purposes
  • identify standards to be achieved
  • write and develop learning outcomes and assessment criteria
  • develop assessment materials including evidence of how the learning outcomes will be consistently applied in the development of live multiple choice question papers
  • consider equalities in the qualification development
  • ensure that the qualification is valid, reliable, comparable (to other qualifications at the same level and assessment outcome) and minimises bias

3.2 Condition E5.2

E5.2 For the purposes of assisting Ofqual in carrying out its powers under Condition E5.1 (assuring qualifications comply with the conditions):
E5.2.1 Before submitting a qualification for approval, ACPA must provide Ofqual, with evidence of how it has implemented its Development Process and the outcomes of the Development Processes carried out for each qualification it intends to submit. ACPA must gain advance agreement of this evidence from Ofqual.
E5.2.2 As part of the submission of each qualification for regulation, ACPA must submit a full specification and associated sample assessment materials as set out in E3 of the General Conditions of Recognition.
E5.2.3 After each submission to the Register, ACPA must review the Development Process. The review findings and any changes must be documented and signed off by the Governing Body and a copy sent to Ofqual.
