We have received a request under the Freedom of Information Act 2000 for the following: 

  1. Documentation regarding the commissioning of this review with relevant dates
  2. Documentation regarding the delay of the review
    3 .Documentation regarding the impact of the SCAPE Discount Rate
  3. Documentation in relation to the suspension of commutation calculations until after the budget on 23rd March 2011
  4. Documentation regarding the proposed suspension of the previous commutation tables after the budget on 23rd March 2011, i.e. between this date and the 19th April 2011.

We released the following information on 11th May 2012:

  1. Please find attached relevant PDF documentation:  Email from Government Actuary’s Department (GAD) of 31st March to Home Office notifying of intended course of action plus response from Home Office.  Note the Home Office does not commission reviews from GAD; GAD are responsible for determining the timing of the reviews they carry out.

  2. The April review was not delayed.  A review would have been necessary in April in any event. 

  3. Please find attached relevant documentation:  i) Email of 20 April from GAD covering new guidance. ii) Email of 27th April from HO to administrators covering new guidance. 
        

  4. Factors were not suspended.  Old factors were effective to 19 April, then new factors were effective from 20th April.

  5. Factors were not suspended.  Old factors were effective to 19 April, then new factors were effective from 20th April.
