Biography
Sarah-Ellen Stacey joined DVLA as HR and Estates Director in June 2025.
Education
Sarah has a Master of Arts (MA) in European Politics and a Bachelor of Arts (BA) in History and Politics from the University of Wales, Swansea (1995). She gained her Chartered Institute of Personnel and Development (CIPD) qualification from the University of Westminster in 1999.
Career
Sarah is a Fellow of the Chartered Institute of Personnel and Development (CIPD) with more than 25 years’ experience in HR and organisational development. Her responsibilities have included estates management and health, safety and wellbeing.
She’s worked in financial services at PricewaterhouseCooper, Lloyds Bank, Nationwide Building Society and Hodge Bank.
Sarah was Chair of the HR forum for Community Housing Cymru whilst working as HR Director for RCT Homes (now Trivallis). Most recently, she spent 3 years at Natural Resources Wales as Head of Organisational Development, leading the people agenda in the environment sector.
