Sarah-Ellen Stacey

Biography
Sarah-Ellen joined DVLA in June 2025. She has worked in a number of senior and executive human resources (HR) and organisational development roles across the finance and social housing sector and, more recently, for a devolved body of Welsh Government.
Education
Sarah-Ellen holds an MA in European Politics and a BA in History and Politics, from the University of Wales (Swansea), 1995. Sarah-Ellen also became CIPD qualified, University of Westminster, 1999.
Career
Sarah-Ellen is a Fellow of the CIPD, having worked over 25 years in HR and organisational development, with accountabilities extending to estates and health, safety and wellbeing.
Her financial services experience spans roles at PricewaterhouseCoopers, Lloyds bank, Nationwide Building Society and Hodge bank.
Sarah-Ellen was Chair of HR forum for Community Housing Cymru when fulfilling her role as HR Director for RCT Homes (now Trivallis). She has spent the last 3 years working for Natural Resources Wales, in the environment sector, leading the people agenda as Head of Organisational Development.
HR and Estates Director
The HR and Estates Director has overall responsibility for the provision of HR and estates management services to DVLA. The role is a key member of both DVLA’s Executive team and Agency Board, having a strong understanding of the agency’s strategic objectives, their people and estate implications.
The role provides leadership to ensure high performing and engaged colleagues, a thriving organisational culture and an estate which supports DVLA’s operational delivery and transformation agenda.
