Emily Hobbs

Biography

Emily Hobbs joined HM Land Registry in 2026 as HR Director.  

Emily has more than 20 years’ experience in the Civil Service, having worked exclusively in human resources roles across government. Prior to joining HM Land Registry, she spent a significant part of her career at the Department for Work and Pensions, as HR Director for DWP Digital and then Director for Capability, where she supported large, operational and customer‑facing services.  Previous roles include HR Director at the Cabinet Office and Head of HR Expert Services at the Department for Transport. 

Throughout her career, Emily has focused on workforce strategy, capability, employee relations, leadership and management development, and supporting organisations to deliver change through their people.  

Emily’s responsibilities include leading HM Land Registry’s people and HR agenda, strengthening line management capability, and supporting the delivery of organisational priorities through a skilled, inclusive and engaged workforce.

Director of Human Resources

The HR Director is responsible for setting and delivering HM Land Registry’s people strategy. This includes strategic workforce planning, leadership and management development, employee relations, wellbeing, learning and development, and ensuring colleagues have the tools and support they need to perform effectively. 

The role also supports the organisation’s strategic objectives by embedding inclusive behaviours and effective performance management across HM Land Registry.
