Lord Dunlop

Biography

Andrew Dunlop was appointed Parliamentary Under Secretary of State at the Northern Ireland Office on 17 July 2016. He was also appointed Parliamentary Under Secretary of State at the Scotland Office on 14 May 2015.

Education

Andrew earned BA and MA degrees in Political Science and Government from Edinburgh University.

Political career

In 2012 Andrew became the Prime Minister’s principal adviser within Downing Street on devolved constitutional issues. Earlier in his career he was the head of policy and research for the Scottish Conservative Party, special adviser to the Defence Secretary and a member of the Downing Street Policy Unit.

Career outside politics

Andrew founded and ran his own communications business for over 20 years.

Personal Life

Andrew is married and has three daughters.

Parliamentary Under Secretary of State for Scotland

The Parliamentary Under Secretary of State for Scotland supports The Secretary of State for Scotland on ministerial matters.

The Parliamentary Under Secretary engages with Scottish stakeholders on a wide range of matters relating to the UK Parliament. They represent Scottish interests on a total of 22 Cabinet committees and subcommittees including the National Economic Council, Domestic Affairs, Life Chances, Constitution and Legislation.

Parliamentary Under Secretary of State

The Northern Ireland Office is responsible for overseeing the Northern Ireland devolution settlement and representing Northern Ireland interests at UK government level and UK government interests in Northern Ireland.

The Parliamentary Under Secretary reports to the Secretary of State for Northern Ireland. Responsibilities are:

  • security-related casework
  • electoral law
  • assisting the Secretary of State on development and passage of the Stormont House implementation legislation
  • delivery of the Economic Pact
  • parliamentary liaison with Northern Ireland MPs and peers, the Northern Ireland Affairs Committee, and other interested parliamentarians
  • engagement and outreach to community groups, including around parading, and the business community
  • commemorations
  • liaison with the new councils
