HGV road user levy

The HGV levy ensures all HGVs from 12 tonnes and over make a contribution when they use UK roads.

The HGV levy applies to heavy goods vehicles (HGVs) of 12,000kg or more. The levy aims to make sure these vehicles contribute when using the road network. The levy amount is based on:

  • vehicle weight, as a broad approximation to CO2 emissions
  • vehicle air quality emissions standard
  • levy duration

UK registered vehicles

Payments for the levy are collected by the DVLA.

UK registered vehicles pay levy costs at the same time and in the same transaction as vehicle excise duty (VED). Levy rates will be calculated automatically by DVLA, such that vehicles will pay no levy for a maximum of 36 months.
