Turks and Caicos Islands Post Cabinet Statement 7 November 2018

His Excellency the Governor, Dr John Freeman, chaired the 25th meeting of the Cabinet on Wednesday, 7 November 2018, at the Hon. Hilly Ewing Building on Providenciales.

TCI Cabinet Meeting

All Ministers were present except the Hon. Minister of Infrastructure, Housing and Planning.

At this meeting Cabinet:

  • advised His Excellency the Governor to approve the draft Alternative Sentencing Bill 2018, with costs to be determined, for forwarding to the House of Assembly for approval

  • advised His Excellency the Governor to grant approval for the Survey and Mapping Department to accept a donation of a Global Positioning System Base Station Unit from Mr Patrick Hayward of Benchmark Surveys which will be part of TCIG’s surveying assets

  • advised His Excellency the Governor to approve the issuing of a public tender notice for the lease of Crown Land Parcel 60610/297 at Norway and Five Cays on Providenciales in accordance with Section 34 of the Crown Land Ordinance

  • noted the financial performance of the TCI Government for the period July - September 2018 as submitted in the 2018/19 Second Quarter Financial Report by the Accountant General. Cabinet requested clarification on certain elements of the report for its next meeting

  • approved the appointment of Pastor Bradley Handfield and Mr Terrence Smith respectively as the private sector member and representative of Kiwanis to the National Assessment Team set up to co-ordinate the TCI Country Poverty Assessment

  • approved a business licence application by Shabays Seafood to operate a business in an area of restricted business activity in accordance with the Business Licensing Regulations

  • approved the establishment and composition, subject to clarification by the European Union on one category of appointment, of the EDF11 High Level Steering Committee to manage the implementation of projects approved by the European Union under the TCI Education Sector Policy and Plan

  • noted an information paper presented by the Hon. Minister of Education, Youth, Culture and Library Services on progress on implementation of the TCI Special Needs Policy

  • approved the TCI Smoking Policy to be displayed in all government health facilities and buildings used by TCIG

  • approved the draft Mental Health Regulations 2018

  • noted an information paper presented by the Hon. Minister of Health, Agriculture, Sport and Human Services on the drafting of the Sports Commission Ordinance in line with the TCI National Sports Policy

  • noted an information paper presented by the Hon. Minister of Health, Agriculture, Sports and Human Services up-dating Cabinet on negotiations between TCIG and InterHealth Canada (IHC) on the IHC contract in TCI

  • at the request of His Excellency the Governor, received and noted an information paper presented by the Hon. Minister of Education, Youth, Culture and Library Services on measures to ensure the future sustainability of the TCI scholarship programme

  • approved, subject to a further amendment being made, the list of special days and public holidays in TCI for 2019 for publication

  • received an update from the Chairman of the TCI National Disaster Recovery Task Force on the work of the Task Force. Cabinet noted progress on the work with CARICAD on the development of the draft TCI Post Hurricane Recovery Plan including the identified strategic objectives in the draft plan

  • The Hon. Minister of Home Affairs, Transportation and Communication notified Cabinet of steps to be taken in relation to membership of CDEMA

  • The Hon. Premier, as Finance Minister, briefed Cabinet on TCI’s engagement with the EU Code of Conduct Group on the issue of exchange of tax transparency

  • The Hon. Premier advised Cabinet that the CDB had approved a loan that will assist with the solid waste consultancy

  • received an up-date on the banking contract by the Hon. Attorney General

  • noted the challenges of the local airlines with flight scheduling due to a number of factors including wider issues at airports in TCI and the change in time

  • discussed recruitment and appointment issues related to the Statutory Bodies

  • at the request of the Hon. Minister of Tourism, Environment, Heritage and Gaming received an update by Her Excellency the Deputy Governor on recruitment for EMT and Vector Control staff for Middle Caicos.
