Turks and Caicos Islands Post Cabinet Statement 12 September 2018

His Excellency the Governor, Dr John Freeman, chaired the 19th meeting of the Cabinet on Wednesday, 12 September 2018, at the Hon. Hilly Ewing Building on Providenciales.

TCI Cabinet Meeting

All Ministers were present except the Hon. Deputy Premier.

At this meeting Cabinet:

  • noted the financial performance of the TCI Statutory Bodies for the period January – March 2018 as reported by the Accountant General in the 4th Quarter Financial Report 2017/18 submitted in accordance with Section 148 (1) of the Public Finance Management Regulations

  • advised His Excellency the Governor to approve the extension of the appointment of Mr Thomas Swann as the CEO of the TCI Civil Aviation Authority for a period of 6 months with effect from 1 October 2018

  • advised His Excellency the Governor to approve an amendment to the National Investment Policy Statement 2018

  • granted approval for Invest Turks and Caicos to commence negotiations on a development agreement with Wymara Development Ltd on a proposal to develop a 27 villa/condominium resort in Turtle Tail, Providenciales, subject to conditions being met by the developer

  • approved, subject to amendment, a draft Letter of Understanding between TCIG and Carnival Corporation governing the management of the Infrastructure Improvement Account

  • approved the appointment of the Permanent Secretary of Finance, Trade and Investment as the Government’s voting member on the Executive Committee responsible for managing the Infrastructure Improvement Account

  • advised His Excellency the Governor to approve a list of projects on Grand Turk agreed by TCIG and Carnival Corporation to be funded from the Infrastructure Improvement Account

  • approved the draft TCIG IT Policy and Procedures paper governing the co-ordination, use and management of TCIG IT systems

  • approved the recommendations of the Scholarship Committee for the award of local scholarships for 2018/19. His Excellency the Governor requested the Ministry to produce a note for Cabinet on plans for the sustainable financing of scholarships in future years

  • advised His Excellency the Governor to approve, on a conditional basis, an application for a licence by Richard Reynolds Wise and Carmela Vilar Wise for the use of residential land on Parcel 60400/146 at Chalk Sound in relation to a proposal for the construction of a boat deck

  • advised His Excellency the Governor to approve the Anti-Money Laundering and Prevention of Terrorist Financing (Amendment)(No.2) Regulations 2018

  • authorised TCIG to enter into a Letter of Understanding between TCIG and Carnival Corporation relating to disaster shelter development on Grand Turk which could be also used for community activity when not required for disaster-related purposes

  • noted an information paper from the Hon. Minister of Health, Agriculture, Sports and Human Services on the introduction of the Human Papilloma Virus (HPV) vaccination in TCI

  • received an up-date by the Chair of the TCI National Disaster Recovery Task Force on current and planned work of the Task Force

  • The Hon. Premier requested that an up-date on amendments to the National Parks Ordinance be brought to the next meeting of Cabinet

  • at the request of His Excellency the Governor, received an up-date from the Hon. Premier on the introduction of the Service Charge

  • The Hon. Minister of Home Affairs, Transportation and Communication notified Cabinet that CDEMA had made a request for support from DDME to assist the Agency’s support for Caribbean states likely to be impacted by impending storms

  • The Hon. Attorney General up-dated Cabinet on the banking contract for TCI. Cabinet further discussed the imminent closure of the Scotiabank Branch on Grand Turk and how potential problems that are likely to arise following the closure should be addressed

  • The Hon. Minister of Health, Agriculture, Sports and Human Services up-dated Cabinet on talks with the company managing the solid waste disposal sites in TCI

  • The Hon. Minister of Health, Agriculture, Sports and Human Services up-dated Cabinet on proposals for the development of the farming industry in TCI

  • noted recent decisions that had been taken by Cabinet by round-robin as follows – Approval of Planning Application for the demolition of a damaged classroom block and the construction of a two story classroom block in the Marjorie Basden High School, South Caicos; Approval of Planning Application for Outline Development Permission for the construction of a Government Primary School with Early Childhood and Special Needs Centres, in Providenciales; Approval of claims for post hurricane related expenditure.
