A tender to select an implementing partner for an energy security – condition for growth project


The British Embassy Kyiv announces a tender for the project “Energy assets privatisation: policy advice”.

The project has been developed by the British Embassy Kyiv in response to the request from the State Property Fund of Ukraine and approved for funding by the Prosperity Fund (Energy Security – Condition for Growth strand).

The project is aimed at providing expertise for the State Property Fund of Ukraine (SPFU) in preparation of 4 Coal and Heat Plants (CHPs; in Odesa, Mykolaiv, Kherson and Dniprodzerzhynsk) for sale in the framework of transparent and effective privatization programme for 2015-2016.

Working with the key stakeholders, including the State Property Fund of Ukraine, this project will prepare the information concerning 4 CHPs in order to present it to the potential investors. The Consultant(s) should also prepare information available for uploading in a virtual data room that could be of interest to the potential buyers. The project would ensure that privatization of the CHPs mentioned above is performed in a transparent way.


All interested bidders should familiarise themselves with the project’s Terms of Reference (MS Word Document, 31.1KB) and fill in the Project Proposal Form (MS Word Document, 123KB) together with the Activity Based Budget (MS Excel Spreadsheet, 46KB) .

Bids, together with the outline of the methodology, should be submitted to the British Embassy in Kyiv, to by 5:00pm on 3 December 2015.

All tender bids should have “Tender for Energy Security Condition for Growth Project” as a subject line.

Successful bidders will be informed of the outcomes of the tender by 10 December 2015.

Contract for project implementation is planned to be signed by 15 December 2015. The work is to be completed by 15 March 2016.
