Opportunity to deliver Housing and Debt and HLPAS in Plymouth

Opportunity to deliver Housing Loss Prevention Advice Service (HLPAS) and/or Housing and Debt services in Plymouth.

As a result of ongoing coverage monitoring, the Legal Aid Agency (LAA) is seeking to attract additional providers in the Housing and Debt Category of Law under the 2024 Standard Civil Contract (“2024 Contract”) in Plymouth.

Organisations do not need to be existing 2024 Standard Civil Contract holders to respond to this opportunity, but the application process will differ according to whether applicants:

  • already hold authorisation under a 2024 Housing and Debt Contract; or
  • already hold authorisation under a 2024 Standard Civil Contract in another Category of Law; or
  • do no hold a 2024 Standard Civil Contract

The LAA is also seeking a single provider, who currently holds a 2024 Standard Civil Contract in Housing and Debt, to deliver Housing Loss Prevention Advice Services (HLPAS) in Plymouth.

We are inviting expressions of interest from organisations that would be interested in these opportunities.

The LAA intends to award a contract under this process for HLPAS Plymouth to commence from 10 March 2026 and run until 30 June 2028.

The LAA intends to award housing and debt contracts under this process to commence as soon as possible and run until 30 June 2028.

  • which service provision; and
  • your current 2024 Standard Civil Contract status

Following which you will receive details of next steps.

The deadline for the receipt of completed applications will be 5pm on 6 February 2026. This reflects the urgent need for contracts to be in place to ensure the provision of legal aid services.   Late submissions will not be considered in any circumstances.
