Human Rights Council 35: Explanation of Vote on resolution on protecting human rights and countering terrorism

This statement was delivered by the UK as an explanation of vote for the resolution on protecting human rights and countering terrorism during the 35th Session of the Human Rights Council on 23 June 2017.

The Human Rights Council takes place at the Palais des Nations in Geneva.

This session has, once again, displayed the importance of unity and solidarity in the face of adversity. Many of us, too many of us, have suffered horrific terrorist attacks this year. Now, more than ever, we must all come together and stand united against those who seek to divide us.

We very much welcome the approach taken by Mexico in the preparation of this draft resolution. We are pleased that this draft takes into account the establishment of the UN Office for Counter-Terrorism, a decision taken by consensus in the UN General Assembly.

States need to be able to tackle terrorism and violent extremism conducive to terrorism, but in so doing they must always respect and protect human rights. Any other approach is a potential gift to terrorists and would-be terrorists.

A strong message from the Human Rights Council to this effect is both necessary and timely.

We therefore urge all members of the Council to support this resolution.
